2.1. Can public administrations be beneficiaries of a grant agreement?

In accordance with the Financial Regulation and its Implementing Rules, grants can be awarded to existing legal entities (that is, entities with legal personality). Entities which do not have legal personality under the applicable national law are eligible provided their representatives have the capacity to undertake legal obligations on their behalf and assume financial liability. Governments and public administrations have participated and are participating in programmes such as eTEN, IST, etc. There are several examples of ministries having signed grant agreements with the EC. Generally, if the national government or administration wishing to participate in a project does not as such have legal personality, the grant agreement would be concluded with the legal person the government or administration belongs to (this could be, for example, the respective Member State in case of a participating ministry).

The ICT Policy Support Programme (ICT PSP) is a component of the Competitiveness and Innovation framework Programme (CIP).

The ICT PSP aims to stimulate innovation and competitiveness through the wider uptake and best use of ICT by citizens, governments and businesses. It will run from 2007 to 2013 with an overall budget of 730 M€.

The first call for proposals of the ICT Policy Support Programme (or ICT PSP) opened on 25 May 2007 and will close on 23 October 2007. The call text, the Guide for Applicants and all relevant forms and templates for the submission of a proposal are available on the following page. SEEKING PARTNERS for the first European social-health network

A french SME specialising in medical data mining and information networks, ITI, wishes to create the first European social-health *network*. ITI is seeking potential partners to that end.
    * multimedia (ie. by Web, phone, mobile, TV, etc.)
    * multilingual,
    * carrying a 'quality seal'
    * providing advices, guidelines  and recommendations to persons in
      loss of autonomy (age, handicap, disease) and, specifically, to

      specific algorithms

Our expertise in scientific R&D will allow us to arrange a re-distribution of information and experience (model = consumer to consumer or CtoC) thus assessed with the same criteria as those of biomedical studies.

Our models would be like:
    * Google for the intelligent management of information (a lot of
      information, particularly "institutional" information, is already
      available)to create a single window service
    * UTUBE for the social network
    * Medline and Evidence-based medicine for the qualification /
      validation automated by information
    * Orange for the multimedia management of technologies...

European researchers have developed a computer system designed to give health care professionals access to a broader range of medical information.

However the system, which was meant to allow them to share medical information across a network, highlighted the limits of computer ‘understanding’. Unlike humans, computers can’t yet make the connecting leaps among various bits of information.

The EU-funded Doc@Hand project set out to improve coordination among health professional by improving access to information. The researchers aimed to ‘push’ information to health professionals making decisions about patients’ healthcare, rather than expecting those professionals to ‘pull’ out all the relevant data.

The data could be delivered to the health professional’s computer or to a mobile device. Easy access to information should lead to speedier and better decision-making.

For example colon cancer patients suffering from anaemia can experience shortness of breath. The medical term for this shortness of breath is ‘dyspnoea’. If you asked the patients to discuss dyspnoea they wouldn’t know what you were talking about.  If you asked them about their ‘shortness of breath’ they might have plenty to say on the subject.

The study will analyse successful business models for innovative eHealth applications, focusing on financing, longer term sustainability, incentives of all the stakeholders and on the role of procurers. Particular attention should be given to ICT applications for chronic diseases management, with reference to the research carried out in this field that the European Commission has funded (FP6, FP7).

There is a need to investigate methodologies of assessment and ideal scenarios for business models for innovative eHealth applications, focusing on financing, longer term sustainability, incentives for all the stakeholders and on the role of procurers

(04/06/2008) The objectives of this study are to contribute to the Health Action Plan, in particular those activities that deal with the collection, analysis and eventual dissemination of best practices, as well as the Lead Market Initiative for eHealth that aims to accelerate the development of the eHealth market.

The objective is to
significantly improve quality of life and social care for the ageing
population by combining assistive technologies to compensate for
cognitive problems or mild dementia with independent living
platforms, specifying and demonstrating the resulting innovative ICT
enabled products and services.

Solutions should provide
cognitive training, activation and reinforcement for the elderly as
well as support to their day-to-day activities and social
interactions. This should result in a substantial prolongation of the
time they can continue to be at home rather than in an institution

The pilots should be clearly demand driven and build
on public-private partnerships. It should
bring together a set of
regional actions addressing the above goals and involve relevant

stakeholders such as care service providers, housing corporations
and insurance organisations.
A strong involvement of users and
their representatives, their families and carers, is expected
to
ensure end-user acceptance and uptake.

The advances that are being made in the field of reconfigurable and pervasive mobile-driven architectures towards location-aware business processes are at the centre of my research activity for solutions to analyse data using spatio-temporal and context-awareness functionalities. The benefits of using the spatial dimension as an additional parameter to monitor real time information, for instance, to monitor business performance using spatially enabled correlations between Key Performance Indicators is within my research field. I have developed the Spatial Dashboard concept to monitor and analyse KPI as a network of related decision structures, represented as a 3D dendrograms – a map-based structure similar to a decision tree.

I’m also interested in the following research aspects:

· Efficient ways to timely detect and prevent risky situations using, for instance, a network of sensors. Addition of business indicators to monitor system performance, accuracy of measurements and security levels

Enterprise 2.0 - Finland

Let me comment about the social media and enterprise 2.0 applications in Finland. We’re a group of 20 people, academics, consultants, knowledge workers, writing a book about the evolution and use of Web 2.0 and social media in SME’s and large companies.

I’m writing about “Virtual Organizations 1970 – 2010”. The idea is to span pre-web 2.0 social media and networking tools and applications and compare them to the easy to use and cost-effective tools of the present Web 2.0.

There is a big change in the making. Large companies like Nokia are opening up, changing from command – control towards co-creation and collaboration, even beyond. Working together on a global scale is key to success.

The borders of the company are becoming more fluent. The Prosumer idea is invading business processes. Prosumers are more and more participating in the making of the whole supply chain. We see much more self-servicing and do-it-yourself.

The SME Enterprises can be big beneficiaries while they can multiple their size through global open innovation and co-operation with partners and clients.

The future Virtual Organizations will be much different in their working styles. Strangers from all over the world can embrace a common goal and start to work out new solutions. People who hasn’t met before, face to face, write the book. Our meeting place is a working platform with wikies and blogs. The work process and collaboration is very fluent.

ICT for Health (eHealth) is looking for experts to assist in various tasks e.g. evaluation of proposals, assistance in the monitoring of projects and for other purposes where specific expertise might be required.

Patient-specific computer models for personalised and predictive healthcare and ICT based tools for modelling and simulation of human physiology and disease-related processes

(01/06/2007) ICT for Health will need experts with a comprehensive knowledge in the specific areas including expertise data mining, semantic integration of health data, ontology, security/privacy, medical imaging processing and analysis, in silico simulation, visualisation, modelling of physiolgical processes and supporting infrastructures and tools like Grid technologies.

The clinical applications will require expertise in surgery, biology, genetics, bio-mechanics and pharmacology.

Experts interested in participating in the evaluation will have to register in https://cordis.europa.eu/emmfp7 and provide the EMM number to the eHealth mail.
