As we approach the second decade of the
21st century, new opportunities and research perspectives have been
generated by the identification of new frequency spectrum for future
mobile broadband networks, the start of large scale research on the
Future Internet and the increasing impact of climate change on global
society.
The WWRF meeting in Stockholm gives you the unique
opportunity to present your latest research results and visions on all
areas of mobile and wireless communications, and to discuss them with
colleagues from industry and academia from around the globe.
At this WWRF meeting, working group sessions continuing the work of WWRF on radio, network and service perspectives will be complimented by a series of plenary sessions. These will provide an overview of global activities in relation to the Future Internet and also to the challenges and opportunities of developing sustainable communications, adding value to the role of ICT in addressing climate change issues.

Generic contents that can be included in other sections for example WP2
The proposed sectoral Network will offer pooled support to high growth ventures in the ICT sector active in KIS.
The proposed network will:
Asses the specific research and skills needs of potential high growth (ICT) companies in Knowledge Intensive Services and help them in establishing links with relevant research and business partners.
Design, test and validate improved support mechanisms to the benefit of KISS start-ups as well as young promising growth firms, based on existing good practices developed under PAXIS, Gate2Growth and Europe INNOVA.
Facilitate access to finance and networking with clusters for knowledge intensive service (ICT) companies.
The proposal emphasizes the fostering of service innovation within the ICT and ICT based solutions sector with a special attention on the linkage between the manufacturing of ICT devices and services.
4. Relevance
4. Relevance to the objectives of Europe INNOVA and the European Innovation Platform for Knowledge Intensive Services
As stated by the Europe INNOVA initiative the innovation capability of SMEs in particular depends on the availability of innovation financing. () The main barrier to achieving the Lisbon objectives will be the development of a much more effective innovation finance system within Europe. There are specific gaps in the system (such as early stage financing) which can only be addressed by public partnership models. Sectoral situations need to be analysed in detail in order to identify gaps and develop instruments to overcome the barriers1.
This project is especially relevant in this sense as it will study the needs of knowledge intensive service start-ups and it will design and test support mechanisms for start-ups (for which initial access to finance is crucial) to help them access to finance and to networking with relevant agents. The results of the project fulfil this goal by establishing a platform of agents which can give strategic advice and support to the high growth ICT-KIS ventures, while helping connecting them to the most adequate research, innovation, market and financial resources.

We had a conference meeting over Skype today about Wp1 and Wp2. Ferran wanted to cover some urgent questions. He will be negotiating with Catalonia next week. I try to figure out what we covered. One of the participants represented information technology from Bulgaria.

The generation of the basic information and let it grow into basic knowledge, to include the knowledge stake holders. We talk about actors, participants, trainers, coaches, mentors and incubators participating in an annual European contest. “What do they want from this service?”

Enterprise 2.0 - FinlandI’m writing about “Virtual Organizations 1970 – 2010”. The idea is to span pre-web 2.0 social media and networking tools and applications and compare them to the easy to use and cost-effective tools of the present Web 2.0.
There is a big change in the making. Large companies like Nokia are opening up, changing from command – control towards co-creation and collaboration, even beyond. Working together on a global scale is key to success.
The borders of the company are becoming more fluent. The Prosumer idea is invading business processes. Prosumers are more and more participating in the making of the whole supply chain. We see much more self-servicing and do-it-yourself.
The SME Enterprises can be big beneficiaries while they can multiple their size through global open innovation and co-operation with partners and clients.
The future Virtual Organizations will be much different in their working styles. Strangers from all over the world can embrace a common goal and start to work out new solutions. People who hasn’t met before, face to face, write the book. Our meeting place is a working platform with wikies and blogs. The work process and collaboration is very fluent.

Deadline eParticpation Action - Call for proposals 13Sept07.
Submitted by consen on Sat, 2007-05-26 10:50.eParticipation is a Preparatory Action to promote the development and use of Information and Communication Technologies in the legislative and decision-making processes, in parliamentary and government environments, aiming at enhancing the participation of citizens and contributing to better legislation. This Preparatory Action was launched for first time in 2006 based on the Budget Amendment (n° 4729) approved by the European Parliament on 15 December 2005. For 2007 the Action received again strong support from the European Parliament which raised this year's budget from 2 to 5 m€.
The 2007 Workprogramme of the Preparatory Action will be launched early June.
The Call for proposals is expected to open in the first week of June and will stay open till 13 of September 2007.
An Information Day will take place on 29 June in Brussels. On-line registration will be available from this page between 1st of June and 22nd of June 2007.
In 2006 the Preparatory Action supported the launching of a limited number of trial projects and studies, for further details see:

GOVOS, FLOSS, F/OSS
FLOSS, F/OSS is an acronym for "free, libre, Open-Source Software".
It was coined by Rishab Ghosh to refer to non-proprietary software. Thereafter, we will use the term FS, OS, OSS, OS and OS acronyms indistinctly, in each case referencing to the "Free Software"; term often used by the Free Software Foundation (FSF), to describe this; "Open-Source", "Open-Source Software", "Free and Open-Source Software" and "Free Libre Open-Source Software" respectively, due to that all these terminological differences have their origins in ideology rather than technical matters.
GOVOS couldn't differentiate these similar conceptual means and it isn't their purpose and scope.
In addition GOVOS can use OS also for extending the mean to the Open and Free Digital Contents, and the "Free and Open eLearning Contents" specially. Free Software is a paradigm in which the creators of computer software or other media convey rights to others to freely use, redistribute, and modify their work. This results in a broad public collaboration on such works. The licensing commonly used for Free Software complies with the Open Source Definition, and thus Free Software and Open Source are really two different faces of the same thing. However, promotion of Free Software emphasizes the civil liberties of software users and developers, while promotion of Open Source stresses its applicability to business.
In GOVOS proposal the Open' mean to Open Standards, Open and Free Access to Contents and Information for all.
GOVOS builds a sustainable Information and Communication Environment to provide knowledge services to Public Administration researchers, technicians, policy makers and stakeholders of innovation, etc. in how to manage the migration and use the Open-Source (Software, protocols, Standards, Contents and Licenses) technological factors for facilitating start-ups and projects in the four technological challengers of the Information Society: interoperability, cost, availability and trust.
The GOVOS Info-Space opens an innovation dialogue and divulgation process of active transfer of experience in R&D+I of OS in eGovernment, forming thematic, public-private, merged Groups.
GOVOS aims to study and train on socio-economic, legal and organizational aspects- Open-Source (OS) -Software, Contents and Standards- Migration and Adaptation behavior of public administration (PA's) -and other public institutions-, and its application -in Public Private Partnership- to the improvement of management the OS factor in the decision making on Research Challengers: interoperability, cost, availability and trust.
OVOS is focused on the GOV Best Practices Framework to extract a set of "best (or successful) practices" to be applied as a basis for IST policy measures in the field of public OS migration, adoption and management.
These policy measures aimed to support the OS in the public administrations and other public sectoral entities (health care, education, culture, social services; dependants from national, regional or local Administration).
The results of all these studies are contents to be published, for producing Learning courses and a set of conferences. The aim of all this is to produce a big spread of European experience to train news PA's from experts in this area.
These recommendations, publications and courses allow improving public decision making related to these OS in PA's; and, therefore, allow increasing their efficiency and efficacy in a global context of socio-economic benefit - account of OS in the civil society - related to employment, social economy, civil participation, local development with traditional business, migration coexistence, new professions, technological clustering, etc.
The GOVOS Info-Space brings together politicians responsible for eGovernment in Europe, managers and practitioners from industry and public administrations, with a view to discuss achievements and to analyze the future of OS factor in eGovernment, in particular in the interoperability and integration of Info-system in the enlarged Europe.
The focus of the Dialogue is on the impact of OS in eGovernment and the delivery of their benefits, with four main themes:
Right Environment (creating the best information environment to enable government, business and citizens to benefit from this transformation);
Government Readiness (transformation of the administrations and innovation in the back-office opening with deep interoperability);
Service Use (transformation and innovation in external facing services putting citizens and businesses at the centre - driving use and participation);
Impact (measuring the benefits delivered to Government, businesses and citizens).
GOVOS is based on twelve coordinated and interactive workshops across Europe supported by a web-portal, tools and collaborative works-spaces. The intention is that the participants reach International Agreements of co-operation building a set of Euro-groups of thematic Interest in the OS-GOV field.
GOVOS main five actions:
1- GOVOS extracts knowledge from the Government Best-Prectices framework, studying in deep and documenting, all the cases related to use of OS in Public Administrations and Government.
2- GOVOS produces Learning contents from the global analysis of these OS-GOV studies and other collected and documented cases.
3- GOVOS organizes a set of events for disseminating knowledge, collect data and form thematic Euro-groups of OS-GOV experts.
4- GOVOS designs pedagogical courses and seminaries for PA's managers and experts.
5- GOVOS builds the OS-GOV Info-Space and exploit the results by means of the educational and training services.
