The Federal Foreign Office of Germany will hold an international conference on 'Climate change as a security threat - strategies for policy-makers, science and business' in Freiburg im Breisgau, Germany, on November 6 and 7.

The event will focus on potential conflict constellations caused by climate change and the impacts these conflicts may have on peace and security. Moreover, the conference will bring these issues to the attention of a broader public and support opportunities for dialogue.

In a number of speeches and panel sessions, politicians and scientists will address such issues as:
- security implications of global climate change;
- climate change: challenges for global governance;
- technological responses to climate change;
- municipalities and climate change: responsibility and opportunity.

While non-military use of UAV (unmanned aerial vehicles) seems to be economically attractive, investment in UAV technology is mainly financed through defence projects. In a study conducted by Frost & Sullivan for the European Commission (DG ENTR), the global situation is analysed and the challenges and opportunities for Europe are discussed.
The findings of this study will be presented at this information workshop, as well as other relevant European activities.

The CINEFOGO Network organizes March 16-18 2009 a Conference on Social Rights, Active Citizenship and Governance in EU. The conference is held in Brussels.  After almost four years of joint research, the netw ork will stage a top-level conference where European researchers will meet EP members, EU officials, NGO representatives (EU, national), and the media. The goal of the conference would be spreading the outcomes of research conducted by the CINEFOGO project at the European and national levels of policy making.

The conference will focus on two important topics relevant for all citizens of Europe as well as all European policy makers:

- Social rights and social reality in the European Union
- Active citizenship and governance.

The conference will present CINEFOGO Network findings on the relationships among citizens, NGOs, civil servants and politicians at the European and national levels. It will identify different roles of various actors and institutions, the ways they are (or are not) involved in the decision making processes, and how their actions influence the changing human living conditions – including accessibility of social rights to European citizens.

Governance at the EU level has a big impact the on daily life and working conditions of the Europeans. However, the citizens of Europe mostly do not understand the complexities of EU policy making. Their active participation at various levels of governance differs from one country to another and from agenda to agenda, depending on uneven strengths of particular civil societies, different civic cultures, and emerging new modes of cooperation between private and public actors. There is an important role of intermediate organizations, such as NGOs and the media in nurturing conditions for the activation of European citizens. In general, active citizens’ participation is still a feeble resource in the EU decision making processes.

Next Generation Public Safety Communication Networks and Technologies (NGenSafe'09)

Public Safety Communication (PSC) is currently receiving increasing attention of research community world wide. The performance and resilience of PSC systems directly impacts the level of coordination and efficiency of public safety agencies. The efficient communication is probably among the most important parts of emergency response and could affect the number of human lives saved in many parts of the world.

The PSC Europe Forum is promoting research interest and needs of public safety commmuniction.

Workshop Motivation

-  PCS communication today is mainly based on several different analog (VHF) and first generation digital radio access technologies (TETRA, TERAPOL, P25). The technological diversity creates an interoperability problem at different levels that reduces the efficiency of emergency operations; it increases the market fragmentation and equipment costs. It is important in the early research stages to consider the development of interoperable and harmonized technologies.

- There are cases when pubic safety agencies are using existing public communication networks and there is an obvious need of research towards the use and optimization of existing technologies that will take into account private public safety user requirements.
