An affordable and personalised health care system for an independent ageing
There is a social and market demand for the new, ICT based responses to care and health service provision to improve chronic disease management at home and prolong the possibility of autonomous, safe and socially fulfilling life. Many current ICT e-health applications focus on the provision of individual clinical services. There is a need for improvement of horizontal applications and for the coordination of services from different agencies and disciplines into tailored and customised packages of provision spanning both health and social care. The proposed session will exchange best practice and propose new solutions for the coordinated of the delivery and governance of complex ehealth services. It will explore the architectural and technological issues of these applications and infrastructures and investigate viable business models for innovative and low cost health services’ provision. There is probably an high parallelism between the web of relationships in the manufacturing networks and the complex world of eHealth structures that are a mix of public administration and private structures.
A part of this common interest could be in aspects related to the role that standardisation activities can play in the two fields: one being Public administration driven and the other leaded by the market trends: nevertheless both characterised by the complexity of the issues of governance of the networks.
I think such a session and follow up can advance the understanding of European technologies and markets for e-care.
Enterprise interoperability and e-health services seem not to have anything in common, but are we really sure? What is the relation between a business-social service and its implementation in IT? The COIN IP (www.coin-ip.eu) is very interested in this topic, as demonstrated by one of our testcases about Enterprise Interoperability in healthcare
Several project for an indipendent ageing emphasize the usage of devices, but we don't forget that the context we are working is multi-agency, multi-disciplinary and it requires an highly distribuited collaborative network based on services brokerage and governance.
We commit to participate and contribute our experience re. social aspects of ICT enhancing collaboration in networks including Intellectual Capital measurement of tangible and intangible assets created in a network and Value Network Analysis - visualizing how tangible and intangible value is created in a network, and then translate emerging insigts from these studies into the development strategy of a network including its business models.
That will be very interested to debate on this issue, and particularly to discuss the business modelling aspects.
There are many problems all the projects related to the considered topic have to face, e.g. design of accessible and friendly user interfaces, finding ballance between privacy and monitoring for safety. It is most important to use this synergy to search for guidelines which might be reused.
INNOVNET is Building up the Open Trans-European Platform of Innovative eHealthCare Services AT Home to join efforts and share products and resources and exchange experiences.

Nowadays the RTDI community is preparing a proposal for next CIP-PSP eHealthCare@Home services/products 2Market
Besides software solutions to the above mentioned problems also hardware support of new methods of interaction should be cosidered (e.g. the use of Wii for physical excercises of elderly people etc.). In the Vital Mind project we consider use of interactive digital TV to support independent living of elderly citizens.
More attention should be paid in general to creation of user profiles and in such a way to develop solutions tailored to individual needs of specific user groups.
Virtualisation of hospitals as being service providing organisations is a strategy for the integration of both tailored services and the required technologies on a global level. Virtual Hospitals reach beyond physical hospitals and can therefore also be a good method for delivery of personalised healthcare at home.

The aging of society is the single most important aspect of health care in the 21st century. EU research to achieve effective and sustainable solutions to independent living is crucial. As a member of the CAPSIL Coordinating Support Action which is developing a Common Awareness and Knowledge Platform for Studying and Enabling Independent Living, I would like to see this networking session proceed.

ICTs are seen by many policy makers as offering potential solutions, not only to the problem of an ageing population, but to meeting general care needs. The European Commission, for example, views e-health and healthcare as a key part of the Commission’s vision towards an ‘Information Society’. However, the context of such services represents major challenges with relation to the multi-agency and multi-disciplinary nature of socio-technical architectures to support the delivery and governance of complex e-health interventions. This is a very important topic in the area of tele-health care with great potential for contributions across European best-practice.
Due to a personal interest in the home automation topic, I'm quite sensitive also to the related e-health applications and services. The increasing availability of suitable technologies is pushing hard this emerging market but too often aspects related to the actual acceptance of high-tech solutions in the daily life of the ageing population are underestimated and not properly investigated. The proposed networking session appears as a good opportunity to address this kind of issues thanks to the expected participation of technology suppliers, solution integrators end users associations and governmental healthcare agencies. The involvement of different actors in such a network will help in creating a common understanding of the issues related to e-health services from different perspectives, thus improving the EU competitiveness in this sector. The proposed networking session, also considering the overall context in which it is going to take place, might represent a relevant milestone in this process.
This is a key area of interest to those working in technologies for independent ageing. I wish to see this session go foward.
I am interested in this topic as a member of the CAPSIL. It should be discussed from global view, as all of us will face such aging problem sooner or later in the present world.

The personalisation of health services will require a high level of trust to be effective. Key is a sound governance which takes into account both privacy and data protection law as well as medical law. This is important because, on the one hand, the processing of large amounts of personal data – most notably through continuous monitoring – is necessary to the provision of personalised e-health care services. On the other hand, unchecked processing of personal, medical information can well compromise the very autonomy and independence of people, most notably of vulnerable groups, such as many elderly people. As a lawyer, my interest is looking at the extant law and case law in order to think about regulations that govern the supply of services and the operation of networks for independent living.
