 The European Space Agency (ESA) is offering a training course for
 undergraduate students from ESA Member States and Collaborating States
 from 25 to 29 August at the European Space Technology and Research
 Centre (ESTEC) in Noordwijk\, the Netherlands. <br />

 The workshop\,
 entitled 'System engineering and technology for space missions' is
 intended to provide participating students with a general overview and
 better understanding of ESA activities in the area of end-to-end
 mission development. <br />
  <br />
 Special emphasis will be placed on
 mission design\, system engineering and technology\, in order to enhance
 the formal technical education of the participants and facilitate their
 understanding of how the space sector operates. <br />
  <br />
 Any
 interested university students aged 18 to 28 may apply\, but the
 workshop is primarily targeted at students who have completed one to
 three years of their first degree. It will be particularly suitable for
 those who are interested in joining ESA hands-on projects in future

 Nowadays there are many EU initiatives launched in different frameworks as the 7th Framework Programme for 
 Research and Technological Development\, the 4th Rural Development Programme\, and the Fourth Regional Cooperation
 Programme INTERREG. They all contribute to the Lisbon Strategy promoting research\, rural development and
 territorial cooperation respectively. As a result\, a more competitive EU is expected based on knowledge society
 with full inclusion among people and territories.
 <div id=\\"middle\\">
 <p>
 Civil society groups are created in all programs very much in line with EU policies\, they also contribute 
 to the bottom-up establishment of new policies and to the update of strategic programmes. Among them\, Local 
 Action Groups (LAG) focussed on Rural Development\, Living Labs focussed both on R&amp\;D and regional cooperation\,
 and an endless number of municipalities and public entities interested on wealth creation improving the citizen's
 quality of life. However\, all these groups do not sufficiently exchange information and do not network adequately\,
 lacking thus a common strategy to exploit synergies for achieving sustainability and larger impact. This is indeed
 needed if active communities or <b>&quot\;Social Spaces for Research and Innovation&quot\;</b> SSRI are to
 be created.
 </p>
 <p>
 Despite the remarkable efforts and achieved results of both the European and the National technological platforms\,
 there is still a lot of work to be done for full implementation into the society\, in general\, and\, particularly\,
 into excluded civil groups such as <i>elderly</i> or <i>handicapped people in rural and urban communities</i>.
 </p>

 <b>On-line income tax declarations</b>
 are typical eGovernment solutions that have delivered significant
 quantifiable savings in Europe\, currently estimated in over 7 million
 hours a year. Furthermore\: if all company VAT declarations were
 processed on-line\, it could translate into €500 million in savings for
 businesses across the EU each year. <br />
 <br />
 <b>Public procurement</b>
 is considered a key sector of the EU economy\, accounting for about 16%
 of the GDP in 2006. The European Union has fixed an objective of 100%
 electronic availability and 50% real use for procurement procedures
 above the legal thresholds by 2010. <br />
 <br />
 The examples mentioned above are all <b>High Impact services</b>
 that deploy large scale solutions to millions of users and take into
 account the size/impact ratio in relation to the share of the total
 relevant population reached. High Impact services are one of the top
 five priorities of the European Commission’s eGovernment Action Plan. <br />
 <br />
 These
 HI services\, along with related applications such as customs
 declarations\, are typical government income generators\, therefore
 allowing a more easily quantification of their ‘impact’. On the
 delivery side\, other services of significant interest may be found in
 the health and social sectors\, where High Impact involves consideration
 of public value and value-chains. <br />
