Social Spaces for Research and Innovation Zaragoza, Spain, 9th-10th September 2008

2008-09-09 00:00

Social Spaces for Research and Innovation Zaragoza, Spain, 9th-10th September 2008

Nowadays there are many EU initiatives launched in different frameworks as the 7th Framework Programme for Research and Technological Development, the 4th Rural Development Programme, and the Fourth Regional Cooperation Programme INTERREG. They all contribute to the Lisbon Strategy promoting research, rural development and territorial cooperation respectively. As a result, a more competitive EU is expected based on knowledge society with full inclusion among people and territories.

Civil society groups are created in all programs very much in line with EU policies, they also contribute to the bottom-up establishment of new policies and to the update of strategic programmes. Among them, Local Action Groups (LAG) focussed on Rural Development, Living Labs focussed both on R&D and regional cooperation, and an endless number of municipalities and public entities interested on wealth creation improving the citizen's quality of life. However, all these groups do not sufficiently exchange information and do not network adequately, lacking thus a common strategy to exploit synergies for achieving sustainability and larger impact. This is indeed needed if active communities or "Social Spaces for Research and Innovation" SSRI are to be created.

Despite the remarkable efforts and achieved results of both the European and the National technological platforms, there is still a lot of work to be done for full implementation into the society, in general, and, particularly, into excluded civil groups such as elderly or handicapped people in rural and urban communities.

The European Commission (EC) and the United States Government (USG) are working together under the Transatlantic Economic Council (TEC) Initiative to develop a roadmap for cooperation in the field of Radio Frequency Identification (RFID), consisting of the short and long-term initiatives necessary to realize the potential of sharing information and best practices on the actual usages of RFID (more...).  We hope to ensure that the deployment of RFID technologies in the business and consumer environments spurs innovation and helps society reap the benefits derived from the use of RFID in global commerce.

****************
To this call we are studying to promote and participate the following proposals:
1) Objective 1.4 ePetitions

Background:

One of the most traditional ways for the general public to try and influence decision-making is by organising a petition. E-petition systems have been introduced in some Member States in order to make it easier to gather signatures from a wider audience. The Lisbon Treaty introduces the idea of the citizen's initiative8, whereby citizens will have the opportunity to call on the Commission to bring forward new policy proposals if they have the support of 1 million people from a significant number of EU Member States.

Tools should be developed that could be used to allow the public from across the EU to discuss ideas and create an online petition on EU issues. Such tools can also be used in a number of cross-border decision-making cases and therefore are relevant not only in the context of the
Lisbon Treaty but also in many legislative and decision-making processes.

3.2. THEME 2: ICT FOR ENERGY EFFICIENCY AND SUSTAINABILITY IN URBAN AREAS
Introduction

The Commission has adopted in 2006 an Action Plan aimed at achieving a 20% reduction in
energy consumption by 2020
. This Action Plan, that is the reference for Community policy in
this field, identifies the areas where the biggest energy savings are to be made.

These include in particular:
- buildings, including housing and offices, with potential savings estimated at 27% (heating
and lighting in buildings count for nearly 40% of the energy used in the EU);
- transport, with the potential for a 26% reduction in energy consumption;

ICT for energy efficiency of public buildings and public lighting
ICT for energy efficient urban transport management systems

Objective 2.1: ICT for energy efficiency in public building and spaces, including lighting
Funding instrument: Pilot Type B - it is intended to support several pilot actions

Objective 2.2: ICT for adaptive urban transport management infrastructure and
services

Funding instrument: Pilot Type B - it is intended to support up to two pilot actions

Objective 2.3: Consensus building and experience sharing in ICT for energy efficiency
and sustainability in urban areas

1- ICT for smart distributed power generation.

2) ICT for sustainable urban development and management.

3.2. THEME 2: ICT FOR ENERGY EFFICIENCY AND SUSTAINABILITY IN URBAN AREAS

3.2. THEME 2: ICT FOR ENERGY EFFICIENCY AND SUSTAINABILITY IN URBAN AREAS
Introduction

The Commission has adopted in 2006 an Action Plan aimed at achieving a 20% reduction in
energy consumption by 2020. This Action Plan, that is the reference for Community policy in
this field, identifies the areas where the biggest energy savings are to be made.

- buildings, including housing and offices, with potential savings estimated at 27% (heating
and lighting in buildings count for nearly 40% of the energy used in the EU);
- transport, with the potential for a 26% reduction in energy consumption;

Actions under this theme aim at supporting the Action Plan. The focus is on a limited number
of objectives so that the actions provide significant evidence of the validity of the ICT
solutions. The evidence should be based on pilots done in real settings and should help
address the objectives with different approaches so that conclusions can be drawn concerning
their effectiveness and cost-benefit ratios.
